1. The Permanent Commission will be formed by the person who holds the Vice-Presidency of the Governing Council, and eight members representing the institutions consorted in the Governing Council. In any case, the delegation of representations to another member of the same consortium Institution will be admitted, as established in article 5.1 of the statutes. Whoever holds the Secretariat of the Governing Council will also hold that of the Permanent Commission and will be part of it with voice, but without vote. The members of the Permanent Commission may be renewed periodically according to the procedure approved by the Governing Council. The people who carry out the Scientific Directorates of the Consortium, as provided for in the agenda of the meeting, and the Management will be part of the Permanent Commission, with voice, but without vote.
2. The Permanent Commission will meet at the call of the Presidency, the Scientific Directorates or at the request of at least four of its members. The call for the meeting must be made at least ten calendar days in advance of the date set for its holding and the requirements, means, quorum and adoption of agreements will be the same as those established for the Governing Council.
